🎣 Anglers Unite: Gabriella Hoffman on Fishing Policy, Access, and Conservation Advocacy

Gabriella Hoffman is a policy expert, media strategist, and host of District of Conservation and The Sportswoman Show. She also serves as Director of the Center for Energy & Conservation at the Independent Women’s Forum. In this episode of Anglers Unite on the Tom Rowland Podcast, she joins Tom to break down the most pressing issues facing recreational anglers—from federal regulation and fisheries council representation to offshore wind development, speed restrictions, and lead tackle bans.

Gabriella brings firsthand experience from Capitol Hill and years of conservation advocacy, offering practical advice for how anglers can stay informed, get involved, and protect their rights on the water.

1. Protecting Recreational Access

One of Gabriella’s core concerns is the growing number of restrictions that limit where anglers can fish. As ocean industrialization expands — particularly through offshore wind — anglers face “no-go zones,” which affect fish behavior, migration patterns, and overall access.

She emphasizes the importance of staying alert to proposals that sound environmental but could unintentionally restrict public access to fisheries and coastlines. Advisory councils and federal rulemaking processes are places where anglers must have a seat at the table.

2. Fisheries Council Representation

Gabriella explains that many of the regulatory decisions about seasons, tackle bans, and access points are made by regional fisheries management councils under NOAA or the Department of the Interior. Anglers can apply to serve on these councils to directly influence decisions.

She references the Modern Fish Act, which was passed to clarify the difference between commercial and recreational fishing management. But more advocacy is needed — especially to ensure recreational voices aren’t drowned out by industrial or political interests.

3. Offshore Wind, No-Go Zones & Vessel Speed Rules

Gabriella breaks down how offshore wind development along the Atlantic coast is creating large, inaccessible zones. These not only restrict where anglers can fish but also disrupt natural fish movement and bait distribution.

She also highlights the proposed vessel speed rule that would cap boats at just 11.5 mph across large swaths of the coast — a regulation meant to protect whales but with huge implications for fishing charters, tournament anglers, and anyone running a boat offshore.

4. The Lead Tackle Debate

Lead tackle bans are gaining traction at both the state and federal level, especially in California. While well-intentioned, Gabriella argues these bans often ignore how anglers already take responsibility for their impact — and how such bans could increase costs and reduce participation, especially for youth and entry-level anglers.

She urges a balanced approach that protects wildlife without unnecessarily regulating responsible anglers out of the sport.

5. Constitutional Rights to Hunt & Fish

Gabriella weighs in on Florida’s recent constitutional amendment that guarantees the right to hunt and fish. Despite early opposition and concerns about unintended consequences, she says the amendment actually reinforces long-standing heritage and helps drive license sales, which in turn funds conservation efforts.

She encourages more states to consider similar measures as a way of securing access for future generations.

6. How Anglers Can Get Involved

Gabriella offers a blueprint for how to engage with conservation and policy efforts:

  • Read the legislation — Resources like congress.gov or Ballotpedia can simplify complex bills.

  • Follow advocacy groups — Groups like the Congressional Sportsmen’s Foundation and American Sportfishing Association regularly post plain-English breakdowns of important legislation.

  • Mentor new anglers — Opening the outdoors to more people helps build political and cultural influence.

  • Unify across disciplines — Whether you fish with bait, flies, or a spear gun, the goal is the same: protect access, wildlife, and water.
